Delivering Untaxed Vehicles to an ATF

Following on from the recent changes in vehicle taxation, a number of members have asked whether there is a ‘concession’ for delivery of vehicles to an ATF for disposal.  The DVLA has responded with the folowing:

“All vehicle registration and licensing is governed by the Vehicle Excise and Registration Act 1994 (as amended).  The Act requires all mechanically propelled vehicles that are used or kept on the public road to be correctly licensed.  If the vehicle is being kept off the public road, it must be subject to a Statutory Off Road Notification (SORN).

Any vehicle which has any wheels in contact with the public road is in breach of legislative requirements if it is not currently licensed. 

The only way in which an unlicensed vehicle can be taken to an ATF is if it is transported. 

The MOT concession is stipulated in law, but there is no such law to use an unlicensed vehicle on the public road to take it to an ATF”.

We hope that this clarifies the situation for all involved in the processing of End of Life Vehicles.
